The Federal Directive issued by President Jay Laylin on December 5, 2025, requires ALL Federally funded education institutions, whether funded fully or partially by the Federal Government must ensure that:

  1. Educational materials including school books, course work, and other media and resources do not reference the LGBTQ community in any way.
  2. Educators do not push onto students, ideals inconsistent with the two-Gender policies implemented by the Laylin Administration.
  3. Educators are not talking or discussing matters related to the mutilation of children and their bodies.
  4. Educators are not distributing any materials that could be or deemed to be in relation to any and all parts of the transgender community.
  5. All learning materials and course work do not display “any symbols, flags, banners, wording, imagery or other forms of media representing the LGBTQ community in any way.”

When Does Enforcement Of The Ban On LGBTQ Materials, Books, Media, And Symbols Begin?

Enforcement of the LGBTQ related material ban on schools, colleges and universities begins at midnight on October 1, 2025. Enforcement will include random inspections of school grounds and materials issued by facility bookstores and online school websites.

If your child receives materials that are deemed banned by this material ban, please file a report about it by clicking here. You can also file complaints with the Department Of Education who will ensure your complaint gets to the correct official.

What Will The Penalty Be For A Educational Institution Failing To Comply With President Laylin’s Ban On LGBTQ Materials?

Any college, university, school or other education institution that fails to comply with the ban, will result in immediate pulling of Federal Funding and a levied fee being assessed to each campus that refuses to comply. Under federal regulation, the Department Of Education, may also assess additional fines or fees for non-compliance.
